drop if modes differ in some way (one side requires param, other doesn't, etc). Same for user modes. This will not affect services. been strict in the past, for some reason, we were previously very permissive about broken UID - there is no reason to be. 2008-10-24Remove (redundant and O(n)) error checking on +L, we catch the errors on ↵w00t
join nowdays anyway, so this was a throwback to the "old days". Also, add two new restrictions on +L: target channel must exist, and setter *must* be opped on target channel. Avoids redirect spamming and other nefarious things.
