2009-03-14Extban rework: allow exceptions to override bans on joindanieldg
Move all bans that prevent a user from joining the channel to OnCheckBan, then stack their return results to allow an exception to override a ban. Note that +MR will only function if user has an account for tidiness, but services are now offered +r on channels and nicks to mark them as registered. This functionally means that there is no longer need for m_services. 2007-10-23All of insp now builds with -pedantic (theres some warnings to squash in ↵brain
modules, and in spanningtree, but its all 'unused parameter').
