2009-01-22	Fixes bug #655: National characters support, patch written mostly by ↵	w00t
	Phoenix, bits of core support by myself. This means that nicknames using non ASCII are now supported when configured, and more importantly, that /msg lowercasenick will go to a person with UPPERCASENICK in foreign character sets.
