This means that nicknames using *non ASCII* are now supported when configured, and more importantly, that /msg lowercasenick will go to a person with UPPERCASENICK in foreign character sets. for me.. this *does* need more testing though. Fix spotted by dz (check .filter, not .flags, and don't try to use it as a bitmask).
